Representative Ed Massey has been presented a 2021 County Advocate award by the Kentucky Association of Counties (KACo).
Rep. Massey, who represents a portion of Boone County and serves as chairman of the House Judiciary Committee, was selected as a recipient for his steadfast efforts to strengthen Kentucky counties.
During the 2021 session, Chairman Massey, who has been a legislator since 2019, sponsored and supported bills that advanced issues important to counties.

He sponsored the bill that will create greater efficiencies in emergency services by establishing the local option of a consolidated services district.
Rep. Massey strongly supported changes in Kentucky’s criminal justice system that would achieve better outcomes for the incarcerated population, including increased programming for inmates and improved training for jail staff, in addition to helping combat rising jail costs. He sponsored legislation to improve child support guidelines that will allow county attorneys to more successfully implement this vital support to families.
“I am honored to receive this award, because it means that I’m doing what my constituents elected me to do – work together to do what’s right for them,” Massey said. “I’m proud of the work we’re doing in Frankfort to preserve Kentucky values and use our resources responsibly to build a better tomorrow. However, none of this would be possible if I didn’t have partners like our local leaders and KACo. They are boots on the ground in this county every single day.”
KACo Executive Director and CEO Jim Henderson presented the award to Rep. Massey at a Boone County Fiscal Court meeting on behalf of county officials across Kentucky.
“Chairman Massey has gone out of his way to understand county governments and how legislation impacts counties,” Henderson said. “He is inquisitive, dedicated and a true champion for counties. Chairman Massey has been focused on making the criminal justice system better – making it more efficient and improving outcomes in a meaningful way.”
The County Advocate award is being presented to legislators who have supported counties throughout the 2021 session by sponsoring or shepherding legislation that helps counties continue to provide services without unfunded mandates or limiting home rule.
