Driver charged with manslaughter, DUI, wanton endangerment, in Jan crash that killed Union woman

A Union, Kentucky man has been charged with manslaughter and other offenses in a January 9 crash that resulted in the death of a woman, who was also from Union.

Boone County Sheriff’s officials say Darrin Carroll, 42, has been charged with Manslaughter 2nd degree, three (3) counts Wanton Endangerment 1st degree, Operating a motor vehicle under the influence of alcohol/drugs, and Speeding.

Amy L. Skiba, 45 was killed when her vehicle collided with the 2003 Chevrolet flatbed truck Carroll was driving eastbound on Richwood Road.

According to a police report, the right axles of the flatbed truck driven by Carroll, went off the side of the road.

 

The report indicates that as Carrol brought the truck back onto the roadway it started a yaw rotation as it continued forward crossing the center line and colliding with Skiba’s 2018 Honda Accord in a head-on, side-swipe manner.

The impact essentially peeled the side of the car back killing Skiba and injuring her two children, both 12 years old, who were also in the car.

The flatbed continued its rotation to approximately 180° ending up in the culvert on the North side of the roadway where that impact caused the bed to totally disengage from the truck’s frame.

Angela Sulcer, 53 of Union, Kentucky was operating a 2017 Toyota pickup truck westbound behind the Honda and collided with the flatbed truck as it slid into her path.

Carroll was transported to St. Elizabeth Hospital in Florence, Kentucky as were the two children. Sulcer was not injured in the collision.

Following a months-long investigation, Accident Reconstructionist Drew Christian filed the charges listed above against Carroll.

Carroll turned himself in Wednesday night (7/17/19) at approximately 7:45 p.m.

He is lodged in the Boone County Detention Center in lieu of a $250,000 bond.
