Taylor Mill woman charged with misdemeanor assault for incident at Chapman Child Development Center


Members of the Covington Police Department Criminal Investigations Bureau have continued their investigation into allegations of an assault which occurred at a child care facility.

During their investigation, they discovered an employee of the Chapman Child Development Center had inappropriately grabbed and handled a child who was approximately 8 months old.

It was determined through Cincinnati Children’s Hospital that the victim did not suffer any serious internal or external injury but did have visible swelling on her arm.

Investigators have charged an individual in conjunction with this investigation.

Sheila Sandmann of Taylor Mill, 63 years of age, was charged with Assault 4th Degree (Child Abuse), a misdemeanor. Identity of the victim will not be released due to the victim’s age.

Sandmann is no longer employed at the Chapman Child Development Center.

On August 27, officers of the Covington Police Department were notified of an incident that occurred at the Chapman Child Development Center on August 26.

The officers were notified by the Cabinet for Health and Family Services and then by the Covington Independent Public School System. Subsequently, the parents of the juvenile victim (an 8 month old female) responded to police headquarters to file a report of the assault which allegedly was at the hands of an employee of the care facility.
