Frankfort’s Capital Plaza redevelopment timeline pushed up by six months; ‘moving right along’


The timeline of Capital Plaza redevelopment was pushed up six months from its original target date to keep up with the state’s rapid pace, local officials decided this week.


The State-Journal reported that with a new state office building six months ahead of schedule, local officials now tentatively plan to have a developer selected by August and finalize contract negotiations with the Finance and Administration Cabinet by September, Frankfort City Manager Cindy Steinhauser said Wednesday. 


Originally, the timeline called for the process to be completed by March 2020, the newspaper reported.


“We’re moving right along … but we need to keep moving right along,” Steinhauser said.


The discussion took place at a meeting of the Capital Plaza Development Advisory Committee, the group charged with making recommendations for the 6.4 acres of former Capital Plaza land known as Parcel B.

The tract held the Frankfort Convention Center and Fountain Place Shops. The state office building is being constructed on the former site of the Capital Plaza Tower.


In line with the project’s abbreviated calendar, the group will now plan to issue a request for proposals — the process of seeing what developers will bring to the table before selecting the best offer — in March, according to the tentative schedule.


But before any of that happens, the DAC must get both the Frankfort City Commission’s and Franklin County Fiscal Court’s blessing and, ultimately, the state’s.


The state’s feedback would then come back in December from Finance Cabinet Secretary William Landrum.
