Hello, my name is Marcia Thomas. I am a candidate for the office of District Court Judge for the 54th District, 2nd Division. I am seeking the office because I have dedicated my career to the citizens of the Commonwealth and I want to continue my public service and the work that I started twenty-one years ago.

I have been married to my husband John since I was seventeen years old. We had four children before we were twenty-five, and now are grandparents to eleven wonderful grandchildren. I attended college when our youngest child was six months old and graduated Summa Cum Laude. I then attended Chase College of Law, with four children under the age of twelve, and graduated in 1993. Upon passing the bar I opened my own office and began my legal career. In my private practice, I represented clients in civil district cases such as probate, evictions, and cases involving less than $5000. I also represented clients in domestic cases and circuit court matters. In 1997, I was given the opportunity I had been looking for and I began working as an Assistant Boone County Attorney.

I am not a native Kentucky resident, but my husband was born and raised here in Northern Kentucky. We moved our family here in 1990 and it was the best decision we ever made. Our family has been given so much from this community that it has been my goal to give back to the people and the area that made our life so much better. That is what I have done for twenty-one years, given back to my community.

I started working in District Court, while still in law school as a Boone County Deputy Clerk. As a clerk, I became familiar with the court system, the filings and the way that the courtroom was handled by the Judge. Since 1997 I have been in District Court daily and I have been responsible for prosecuting thousands of criminal cases every year. I have prosecuted traffic, DUI cases, misdemeanor and felony cases for over two decades. I have been the lead juvenile criminal prosecutor for twenty-one years and have been working with the Boone County families involved in those cases. In addition, I was the lead child support enforcement prosecutor for many years and handled thousands of child support cases for the children of this community.

As a prosecutor, I have worked closely with law enforcement in our community. I have worked with Boone County Sheriffs Department, Florence Police, Northern Kentucky Airport Police, Kentucky State Police and the Northern Kentucky Drug Strike Force, assisting them with the drafting of complaints and search warrants when needed. I have also worked with the people of our community whenever there are private complaints by citizens. As an Assistant County Attorney, I have represented the Commonwealth in Casey’s Law petitions and mental health petitions.

I believe that I am the right choice to fill the vacancy created by Judge Moore’s retirement. For the last twenty-one years, I have spent almost every day in that district courtroom. I am the only candidate that can go to work on day one and know what is expected when that day begins. I have been on the front line fighting drug issues, most recently the opioid epidemic that has been plaguing our community and threatening our children. My record of public service is proof that I am dedicated to our community. As district judge, I will continue to be an advocate and continue the fight for the safety of our community and the future of our children.

I will continue to build on the long-term existing relationships with city, county, state and federal government and law enforcement leaders, I hope to further the spirit of cooperation we have built in our community as we face the continued challenge of fighting the Heroin epidemic and all of the problems that go with this crisis. As Sheriff, I will continue to work with and support all the branches of government as I am tasked to do by the Kentucky Revised Statutes and the United States Constitution. As Sheriff, I will continue to protect the rights of the citizens of Kenton County. As Sheriff, citizens will know that they can trust my integrity and moral values displayed in my years as your Sheriff and throughout my entire life.
 
With Kenton County and the rest of the region in an Opioid crisis, I believe my office should be dedicated to working with all law enforcement agencies and outreach organizations in order to provide vital resources to families that they are not aware of that may assist in their search for help. I want to continue that mission. Never being satisfied with the status quo I look forward to the continued opportunities to provide services both required and requested of my office at the highest level possible while working within the resources available. I want the opportunity to work with my fellow county elected officials, as I did with the opening of the Kenton County Justice Center in building a new state-of-the-art County Building.

I believe as the Sheriff of Kenton County I represent every citizen of Kenton County and every visitor to Kenton County.

Boone County Judge/Executive

 
Boone County is desperate for the restoration of a people-focused government; I am running for Judge/Executive to do just that. The opportunity to serve as Judge/Executive is an opportunity to stand with my neighbors and work for the betterment of my community.
 
To this end, I promise to:
 
1. Self-impose a term limit of no more than two consecutive terms as Boone County Judge/Executive.  

2. Keep county expenses taxpayer friendly. Upon taking office a thorough performance audit, and one based on sound business principles will be conducted in every department of county government to determine their overall efficiency and ongoing fiscal responsibility.

Based on findings, adjustments to operational activities will be implemented and under no circumstances will the implementation period extend beyond the 2019 – 2020 budget;

3. Review all taxes and fees; this includes the new 911 Service Fee. The 911 Service Fee will be reduced to an amount sufficient to meet the specific equipment needs of the public safety communications system.

To allow for the lowest possible tax rates, I will work to build the county cash reserves to an amount of no less than four months of the county’s yearly operational budget;

4. Take an active role in community and state programs to focus on retaining, expanding, or recruiting private sector employers who offer good paying jobs to the community. To assist in this effort, a local government and private business consortium will be formed to advise on programs and regulations that have impact, good or bad, on quality growth and development of private business.

5. Take an active and personal role in the development of long-term community service needs to ensure adequate infrastructure as developments occur through private and public partnerships as based on the county’s comprehensive land use plan.

6. Push to make the county a “Blueprint for Safety Community” as Madison County has just recently done. This program will have its largest impact on victims of domestic violence, abuse, and rape as the largest goal of the program is to make the case against a perpetrator more evidence-based, and less reliant on victim testimony, which makes a huge difference for the victim. Federal grant funding is available for this program and will be sought to assist with the construction of the blueprint. Boone County will be a community that respects and protects those violated through domestic abuse and violent acts; and 

7. I have no interest in, nor will I seek, a position on a state or national board.  I will attend conference and training as appropriate to benefit the county; as has been the practice of past and current responsible county Judge/Executives.
 
Personally, I’ve been married to my wife, Teri for 21-years, we have 4 children and reside in Union. 

With a focus on Organizational Management, I attended Northern Kentucky University and currently sit on the Kentucky Workforce Innovation Board.

As outlined, my focus and energy will be placed on Boone County; the taxpayers of Boone County come FIRST. 

I sincerely hope that you will share my commitment to make Boone County an even better place to live, work, and raise our families.
