SD1 seeks reduction of storm water service area, would eliminate 1,500 customer parcels


The SD1 Board of Directors, at its regularly scheduled meeting Tuesday, announced its intent to petition the Kentucky Division of Water (KDOW) to reduce SD1’s Storm Water Service Boundary.

SD1’s Storm Water Utility was formed in 2003 to administer the US EPA’s Phase II Storm Water Permit which regulates storm water run-off within 29 Northern Kentucky cities and portions of Kenton, Boone, and Campbell counties. The original Storm Water Boundary was established using a combination of the 1990 US Census Urbanized Boundary, municipal boundaries of the regulated Northern Kentucky cities, and watershed boundaries.

Since its inception, there has been some confusion surrounding the Storm Water Boundary and the corresponding fee. An internal working group was established in 2017 to review the Storm Water Utility’s policies and procedures, and the Service Boundary reduction is one of the first recommendations to be advanced by the group.

“The intent of the reduction is to limit SD1’s Storm Water Service Area as much as possible and remain compliant with the law while reducing SD1’s regulatory burden. This is a good first step in reaching our goal of improving customer satisfaction within the Storm Water Utility,” said SD1 Executive Director Adam Chaney.

The reduction in the service Boundary would eliminate approximately 1,500 customer parcels within the original Boundary.

SD1 also announced that the reduction in fees created by reducing the Boundary would be more than offset by separate initiatives aimed at reducing costs, streamlining billing processes and data cleanup efforts.

“The majority of the Storm Water Fee is used to maintain pipes and other storm infrastructure, and I’m proud that our team was able to find offsetting efficiencies that allow for a reduction in the area while still maintaining existing levels of service,” Chaney said.
