Beshear says former Campbell County Judge Tim Nolan has six new human trafficking charges


Attorney General Andy Beshear has announced former Campbell County District Judge Timothy Nolan has been charged with six new felony counts of human trafficking in Campbell District Court.

The charges include one count of human trafficking with a person under the age of 18, a Class B felony, and five counts of human trafficking with an adult, a Class C felony.

Nolan, 70, of California, Ky., was charged in a criminal complaint by the Campbell County Police Department for crimes that occurred between 2010 and May 2017.

The complaint alleges that Nolan committed human trafficking with a minor by subjecting a child under the age of 18 to engage in commercial sexual activity.

The law defines commercial sexual activity as prostitution, Beshear said.

The remaining five charges in the complaint state Nolan allegedly committed human trafficking by subjecting a person to engage in commercial sexual activity by using force, fraud or coercion.

The new charges bring the total count of alleged human trafficking victims for which Nolan is charged to 12 – two juveniles under the age of 18, and 10 adults.

Reached for comment, Nolan’s attorney Margo Grubbs said, “Mr. Nolan will continue to vigorously defend these false allegations.

“Under our Constitution a person is presumed to be innocent until proven guilty by a jury of one’s peers, a fact that seems to be lost in our justice system in today’s world.”

Nolan was indicted by a Campbell County Grand Jury May 4 on six felony charges of human trafficking; one count of first degree rape, a Class B felony; one count of second degree unlawful transaction with a minor, a Class D felony; one count of third degree unlawful transaction with a minor, a Class A misdemeanor; and one count of prostitution, a Class B misdemeanor.

The penalties for the new charges are 10 to 20 years for human trafficking with a minor, and five to 10 years for human trafficking with an adult.

Special Campbell District Judge Elizabeth Chandler Tuesday set full cash bond for Nolan at $750,000.

Beshear’s Special Prosecution Division is handling the case. The division is responsible for assisting local prosecutors in complex or sensitive cases, as well as, handle cases in which local prosecutors recuse themselves.
