Covington Development Director joins Calfee, Halter & Griswold; law firm also promotes Bules to partner


The City of Covington’s Development Director and Assistant City Solicitor Donald Warner III is leaving Covington to join the growing Cincinnati office of law firm Calfee, Halter & Griswold LLP.

Warner will be working closely with Calfee Partner Sean Suder, on zoning, land use, and economic development matters. Suder joined Calfee last October.

Warner, a University of Cincinnati College of Law graduate, cum laude, joins Suder and approximately a dozen other Calfee attorneys who practice in commercial real estate, land use, public finance, and government affairs.

In Covington, Warner represented the City on several high profile projects including the $30 million 501 Main Street mixed-use development, the $20 million Duveneck Square development, and the Hotel Covington project, among others.

Suder is known for his work on a full range of zoning and land use matters of all types, including his recent work on historic preservation matters. He also recently served as an expert witness in a trial in Hamilton County on matters of zoning and building codes.

In November, Suder created Calfee Zoning, a zoning code consulting practice that is currently working across the eastern United States.

Warner adds his zoning and historic preservation experience to Calfee Zoning’s growing network of national zoning consultants.

Beyond the new additions of Suder and Warner, Calfee recently promoted a Cincinnati-based associate to partner for the first time.

Since joining the firm in 2014, litigation partner David Bules has helped Calfee expand its robust ERISA and securities litigation practices, while generating new business in the area of transportation litigation.

Bules frequently defends clients across the entire spectrum of ERISA litigation, including breach of fiduciary duty, prohibited transaction, stock drop, employee stock ownership plan (“ESOP”) and 401(k) plan fee litigation, as well as ERISA class actions and appellate litigation. In addition, he advises plan sponsors and fiduciaries regarding litigation risks associated with investment and management of plan assets, as well as monitoring plan investments.

Bules also has extensive securities litigation experience, defending companies and their directors and officers against securities fraud class actions and shareholder derivative actions.

“It is a real testament to David’s work and Calfee’s commitment to the Greater Cincinnati market that the firm promoted this dedicated associate to partner in a very short period of time,” said Mongelluzzo. “By being very strategic about our hires, we are growing for the sake of our clients and our firm’s future. Calfee opened its Cincinnati offices in 2011 with two prominent local leaders, former Cincinnati Mayor and U.S. Congressman Charlie Luken and former state Senator Richard Finan.
