Gov. Bevin makes appointments to boards and commissions, including four from NKY


Gov. Matt Bevin has made the following appointments to Kentucky Boards and Commissions:

Branscombe Richmond, Kent Masterson Brown, Roger Rehm Cowden, Karen K. Lawrence and Merry-Kay Poe have been appointed to the Kentucky Film Commission. 

• Branscombe Richmond, of Munfordville, is an actor. Mr. Richmond shall serve for a term expiring September 30, 2020.
• Kent Masterson Brown, of Lexington, is an attorney. Mr. Brown shall serve for a term expiring September 30, 2020.
• Roger Rehm Cowden, of Lexington, is an attorney. Mr. Cowden shall serve for a term expiring September 30, 2018.
• Karen K. Lawrence, of Louisville, is self-employed. Ms. Lawrence is the mother of actress Jennifer Lawrence. She shall serve for a term expiring September 30, 2020.
• Merry-Kay Poe, of Louisville, is self-employed feature film developer. She shall serve for a term expiring September 30, 2020.

The Kentucky Film Commission was created to promote the growth of the film, television and video production industry within the Commonwealth by marketing and promoting Kentucky as a location destination for motion picture productions for the express purpose of economic development.

Jennifer Singleton, John Freeholm, David Boggs, Beverly Dickerson, Jennifer Hall, Carla Ruschival, Theresa Thomas, Shirley Stivers and Nancy Clayton have been appointed to the Office for the Blind State Rehabilitation Council.

• Jennifer Jean Singleton, of Campbellsville, is an employment specialist at Phoenix Way, LLC. Ms. Singleton shall serve for a term expiring June 30, 2018. She will represent Community Rehabilitation Program Service Providers.
• John Michael Freeholm, of Russell, is a consultant at Sound Advice Advocates. Mr. Freeholm shall serve for a term expiring June 30, 2018. He will represent the Statewide Independent Living Council.
• David Isaac Boggs, of Frankfort, is the President/CEO of Opportunity Workshop of Lexington. Mr. Boggs shall serve for a term expiring June 30, 2019. He will represent the Kentucky Workforce Investment Board.
• Beverly H. Dickerson, of Louisville, is self-employed. Ms. Dickerson shall serve for a term expiring June 30, 2019. She will represent Kentucky Licensed Blind Vendors.
• Jennifer B. Hall, of Salem, is a childcare provider. Ms. Hall shall serve for a term expiring June 30, 2019. She will represent the National Federation of the Blind of Kentucky.
• Carla S. Ruschival, of Louisville, is retired. Ms. Ruschival shall serve for a term expiring June 30, 2019. She will represent the American Council of the Blind.
• Theresa Danielle Thomas, of Lexington, is the Executive Director of the Bluegrass Council of the Blind, Inc. Ms. Thomas shall serve for a term expiring June 30, 2019. She will represent the Bluegrass Council of the Blind.
• Shirley E. Stivers, of Dayton, is an office administrative employment specialist at Northern Kentucky Community Action Commission/SCSEP. Ms. Stivers shall serve for a term expiring June 30, 2019. She will represent members at-large.
• Nancy Clayton, of Hebron, is self-employed. Ms. Clayton shall serve for a term expiring June 30, 2019. She will represent members at-large.

The Kentucky Office for the Blind State Rehabilitation Council advises the Kentucky Department for the Blind on matters of delivering vocational rehabilitation services and evaluates the goals and priorities of the state plan for rehabilitation centers.  In addition, the council evaluates the effectiveness of and consumer satisfaction with department functions and services.

Theodore Joseph Funk, Albert Franklin Harris and Toni Carver-Smith have been appointed to the Board of Accountancy.

• Theodore Joseph Funk, of Union, is a CPA. Mr. Funk shall serve for a term expiring June 30, 2020. He will represent Certified Public Accountants.
• Albert Franklin Harris, of Mayfield, is a CPA. Mr. Harris shall serve for a term expiring June 30, 2020. He will represent Certified Public Accountants.
• Toni Carver-Smith, of Louisville, is a financial and compliance strategist and treasurer at Presbyterian Church, U.S.A. Ms. Smith shall serve for a term expiring June 30, 2020. She will represent citizens at-large.

The Kentucky State Board of Accountancy is a state agency responsible for licensing and regulating Certified Public Accountants (CPAs) and CPA firms in Kentucky.

William M. Schult has been appointed to the Kentucky Lottery Corporation Board of Directors. 
• William M. Schult, of Edgewood, is Vice President and CFO of Pro Mach, Inc. Mr. Schult shall serve for a term expiring November 28, 2019.

The Kentucky Lottery Corporation Board of Directors is composed of eight members, seven of whom are appointed by the Governor and require Senate confirmation. The Board controls and regulates all aspects of the lottery, including games, prizes and method of sales in Kentucky.

Susan Renee Brewer, Kevin Carter Stewart, Lisa Payne Jones, Timothy Leon Jessie, Derek Heath Preston, James Douglas Frank and Dale Allen McDowell have been appointed to the Center for School Safety Board of Directors.

• Susan Renee Brewer, of Barbourville, is a special education teacher. Ms. Brewer shall serve for a term expiring July 27, 2018. She will represent teachers.
• Kevin Carter Stewart, of Bronston, is a pastor. Mr. Stewart shall serve for a term expiring July 27, 2018. He will represent school council parents.
• Lisa Payne Jones, of Owensboro, is a judge. Judge Jones shall serve for a term expiring July 27, 2018. She will represent juvenile court judges.
• Timothy Leon Jessie, of Edmonton, is an energy manager at Metcalfe County Board of Education. Mr. Jessie shall serve for a term expiring July 27, 2018. He will represent classified school employees.
• Derek Heath Preston, of Louisa, is self-employed. Mr. Preston shall serve for a term expiring July 27, 2018. He will represent local school district boards of education.
• James Douglas Frank, of Greensburg, is a school superintendent. Mr. Frank shall serve for a term expiring July 27, 2018. He will represent superintendents.
• Dale Allen McDowell, of Maysville, is an elementary school principal. Mr. McDowell shall serve for a term expiring July 27, 2018. He will represent local school administrators.

The Kentucky Center for School Safety was established in 1998 by the General Assembly to create safe, secure learning environments in Kentucky schools. It is the center for data analysis, research, allocation of information about successful school safety programs, research results and new programs. The Center for School Safety Board of Directors is composed of 12 members, seven of whom are appointed by the governor.

Troy William Kolb, Deidra Hyde Patton, Sharon Renee Mofield-Boswell, Angela Montgomery Lindsey, John Taylor Thompson, Jennifer Kilijian Moss, Carla Tipton Pleasant, Genevieve Campbell Jenkins, Lynette Breedlove, Janet Leigh Meeks, Michael Edwin Marshall, Mark Edward Thomas and Joe Percefull have been appointed to the Kentucky Advisory Council for Gifted and Talented Education. 
• Troy William Kolb, of Louisville, is a middle school principal. Mr. Kolb shall serve for a term expiring December 15, 2018. He will represent principals.
• Deidra Hyde Patton, of Ashland, is a teacher. Ms. Patton shall serve for a term expiring December 15, 2018. She will represent teachers of gifted and talented students.
• Sharon Renee Mofield-Boswell, of Lexington, is a pre-school teacher and childcare worker. Ms. Mofield-Boswell shall serve for a term expiring December 15, 2018. She will represent parents.
• Angela Montgomery Lindsey, of Owensboro, is a teacher. Ms. Lindsey shall serve for a term expiring December 15, 2018. She will represent elementary teachers.
• John Taylor Thompson, of Georgetown, is a professor at Georgetown College. Mr. Thompson shall serve for a term expiring December 15, 2018. He will represent postsecondary education institutions.
• Jennifer Kilijian Moss, of Hopkinsville, is Director of Water and Wastewater at Hopkinsville Water Environment Authority. Ms. Moss shall serve for a term expiring December 15, 2018. She will represent parents.
• Carla Tipton Pleasant, of Lexington, is a gifted and talented program facilitator at the School for Creative and Performing Arts (SCAPA). Ms. Pleasant shall serve for a term expiring December 15, 2018. She will represent visual and performing arts.
• Genevieve Campbell Jenkins, of Morehead, is a gifted and talented teacher and coordinator. Ms. Jenkins shall serve for a term expiring December 15, 2018. She will represent coordinators of gifted and talented programs and services.
• Lynette Breedlove, of Bowling Green, is an educational administrator at Western Kentucky University’s Gatton Academy. Ms. Breedlove shall serve for a term expiring December 15, 2019. She will represent parents.
• Janet Leigh Meeks, of Custer, is a school superintendent. Ms. Meeks shall serve for a term expiring December 15, 2019. She will represent superintendents.
• Michael Edwin Marshall, of Georgetown, is a teacher. Mr. Marshall shall serve for a term expiring December 15, 2019. He will represent high school teachers.
• Mark Edward Thomas, of Coxs Creek, is principal of Spencer County Elementary School. Mr. Thomas shall serve for a term expiring December 15, 2019. He will represent principals.
• Joe Percefull, of Crestwood, is a gifted coordinator. Mr. Percefull shall serve for a term expiring December 15, 2019. He will represent coordinators of gifted and talented programs and services.

The Kentucky Advisory Council for Gifted and Talented Education is composed of nineteen members appointed by the Governor. The Council makes recommendations regarding the provisions and services for gifted and talented students in Kentucky’s education system.
